Baby Yoda For President Shirt

I’ve been into contact with Baby Yoda For President Shirt care & control a no-kill shelter, they said there is nothing they can do about the cat. My concern is it is going to freeze this winter. my cat only comes back about once a week now the other home seems to keep him washed and brushed I think he only comes back if he has been locked out.
